  High rates of part-time work have been associated with high female employment rates in the Nordic countries, except for Finland. Part-time work has played a key role in the modification of the male breadwinner gender contract by enabling women to enter paid work while continuing to take on the main domestic responsibilities. Previously tacit and little disputed, this ‘normalization’ of women’s part-time work has increasingly become a contentious issue in the public debate in Norway, both in terms of its persistently high level and of the cultural values surrounding it. In their case study, the authors analyse the articulation of these critiques and the underlying conflict dynamics that put the gender contract under pressure and facilitate its modification. The empirical focus is on events inciting debates and the arguments or ideational frames key political actors have used to support their position. The analysis is based on newspaper articles published during the period 1997–2013.

  The article seeks answers to the question why progress towards gender equality has not turned out to be an inevitable part of the transition towards the knowledge society in Europe, in spite of efforts to ensure such an outcome. In this analysis I demonstrate how the market processes involved in the transition to the knowledge society entail opposing tendencies regarding gender inequalities. The European Union (EU) has brought into play a certain degree of convergence pressure by integrating relevant objectives of the Lisbon Strategy into the European Employment Strategy (EES) in order to pressure member states to develop its model of the knowledge society, which involves economic, employment and social progress. The main concern here is to identify the extent to which the EES and, in particular, the gender mainstreaming strategy is a tool to challenge the market forces underlying gender inequalities. It is argued that the EU’s policy processes take as a given, and indeed promote the predominance of market forces in the construction of the knowledge society. Hence, the EU does not have a clear vision of what perpetuates gender inequalities and therefore what needs to be done to change them.

  To what extent is Europe moving towards the EU's vision of the knowledge-based society (KBS) with better quality jobs and gender equality? The underlying force believed to be driving the transition to the KBS is the growing use of information and communication technologies (ICTs), creating economic growth and social progress. However, there is no consensus as to what kind of society the KBS encompasses and what its implications may be in terms of gender equality. Statistical analysis in the book confirmed the existence of a strong relationship between the level of KBS performance and different models of the welfare state in the EU15 and Hungary and Iceland and a positive relationship between the move towards KBS and a higher quality of jobs. However, full gender equality is still a long way off and progress in this direction has been less general and intense than progress towards KBS. The welfare state and political actors are of key importance in this process and the relationship between (in)equality and the KBS is a complex one, as institutions, actors and firms in different countries all have a role to play. This book also discusses the role played, in regulating the transition to KBS, by the European Employment Strategy (EES) and national policies in Austria, Denmark, Finland, the Netherlands, Spain, Hungary and Iceland. The policy analysis revealed that the EES operates primarily at the level of discourse, spreading a common understanding of problems in the areas of employment and gender equality. The gender mainstreaming applied in the context of the EES has so far not empowered women. Instead it has brought to light the unstable nature of women's representation within narrowly defined policy areas. In itself, the gender mainstreaming strategy has not led to transformation of policies and structures, and so has thus far made a rather limited contribution to gender equality.

  The implications of the integration of the gender mainstreaming strategy into the European Employment Strategy (EES) for social relations and regulation of gender relations at the national level are analysed since 1997 in both EU member states and non-member states. Our aim is to identify the extent to which the EU is able to use the EES as a discursive tool to shape political struggles and political processes at the national level. We also highlight the regulation of gender relations at the EU level and the national level through the identification of how gender problems, measures to solve these problems and the goal of gender equality are constructed or framed. The interests of different groups of men and women are inadequately represented in the EES and gender equality is perceived more as a derived objective of economic growth rather than a question of social justice.

  In this paper I attempt to construct a comparative analytical framework for the study of the state as a social relation and the regulation of gender relations. The first part of my analytical framework involves an analysis of the women's movement as an agent of political change. In the second part of my analytical framework, three typologies of regimes of gender relations are developed in order to capture the essential features of gender relations in different countries. These typologies are the egalitarian regime of gender relations, the ecclesiastical regime of gender relations and the liberal regime of gender relations. The final part of the comparative analytical framework involves an analysis of the dynamics of transformation of regimes and transition to new regimes. The main contribution of my typologies is that they analyse, on the one hand, how gender relations are regulated by the state in different parts of the economy (social reproduction included) that are relatively autonomous and identify, on the other hand, how social forces influence the nature of the state as a regulator of gender relations.
