Position description and guidelines for the project manager in R&D project(s)

Position Description:

The Project Manager has responsibility for the daily operation of the defined R&D project(s). The project manager has the overall responsibility for the project to be carried out in line with the current legislation, obtaining the necessary permits, safeguarding privacy and data handling, quality assurance of the project’s data collection and result(s) management, as well as finances.  The project manager can delegate practical project tasks to employees/co-workers, including students, who are qualified in doing those relevant tasks. Any sub-project managers have reporting responsibility to the project manager.

Competence:

The project manager and any sub-project manager(s) must have the necessary and appropriate professional and scientific competence in order to ensure that the current research project will be implemented in a responsible manner.  Students can not be project managers. When reporting projects that will process personal information/data to the privacy services Sikt (formerly NSD), the supervisor is responsible for the project.

Main Tasks/Responsibilities:

  • Prepare project description/protocol, milestone plan and possible budget. Utarbeide prosjektbeskrivelse/protokoll, milepælsplan og eventuelt budsjett.
  • Make an independent assessment of the project’s soundness and ethical aspects
  • Obtain necessary assessment, internally and externally, as well as informed consent for those subjects for which this is required.
  • Ensure that the research officers at the department have assessed the project, and whether it falls within the unit’s strategy and if the necessary resources are available for implementation.
  • Ensure the appropriate delegation of tasks within the project group
  • Ensure that the research data is handled and saved in accordance with HiØ’s routines.
  • When applying for external funding, ensure for early involving of the relevant research support, including both the research unit and finance department.
  • Communication with external project partners.
  • Ensure that the research project is carried out in accordance with approved conditions, as well as overall responsibility for professional quality assurance of the study (including any sub-/partial studies).  
  • The project manager shall have access to all the research data that the project includes, and is responsible for the data that the project collects and uses. The project manager assigns and keeps track of who has access to the data.
  • Follow up with the project’s finances in collaboration with the project controller.
  • Ensure that the project’s results are disseminated.
  • Final notifications and any reports to external parties, including possibly Sikt and REK.
  • Report project deviations to the immediate manager and the department’s Vice Dean of Research
  • Report suspicions of misconduct or a breach in good scientific practice to the Dean in line with point 6 of the regulations for the integrity committee at HiØ.  
  • Ensure that the necessary documentation (for example data handling agreements and cooperation agreements with external parties) is stored in HiØ’s P360.
