Central salary settlement 2022
From 1 May 2022, the Norwegian government operates with two master collective agreements, one for employees associated with Akademikerne, Unio and unaffiliated employees and one for employees associated with the Norwegian Confederation of Trade Unions and the Norwegian Confederation of Vocational Unions.
This year, the central parties agreed upon a financial framework that entails an average annual salary growth of 3.8 per cent. Some of this pot will be allocated for costs associated with the amendments to the central provisions, etc. for both agreements.
- In the agreements with the Norwegian Confederation of Trade Unions for Civil Servants and the Norwegian Confederation of Vocational Unions for Civil Servants, 70% of the funds have been allocated for central adjustments. 0.85% of the salary pool will be allocated for individual local negotiations.
- In the agreement with Akademikerne and Unio, the entire pot of 2.46% has been allocated locally. The parties at Østfold University College have agreed to distribute a general increase of 1.66% to everyone. 0.80% of the salary pool will be allocated for individual negotiations.
Local negotiations must be completed by 31 October 2022. The effective date for both agreements has been set as 1 May 2022.
Guidelines and priorities
The current salary policy at the University College will provide guidance for this year’s local negotiations. The parties must also take into account the guidelines set out in the central collective agreements, such as equal pay and employees being ensured salary growth over time.

Who can make a request?
Employees appointed before 1 May have the opportunity to make requests for adjustments during local negotiations. Temporary employees and employees on paid leave must be taken into account during local negotiations.
Which adjustments can be requested?
You may request adjustments to:
- salary increase in NOK (Akademikerne/Unio and unaffiliated employees)
- salary bands
- fixed NOK allowance (Norwegian Confederation of Trade Unions/Norwegian Confederation of Vocational Unions)
- temporary NOK allowance (all)
- job code (all)
The parties can also negotiate general adjustments to individual groups.
How to submit a request
In order to submit requests during this year’s salary negotiations, you need to submit a digital form.
Using the digital form:
- General questions relating to the salary settlement or the content of the form can be raised with your employee representative, manager or HR
- If you experience any issues or require technical assistance with the form, please contact skjema-vakt@hiof.no.
- Remember that your salary request will be better if it is clear, brief and concise.
- If you work in a split role, select your main role in the form and use the supplementary information field to describe how you meet the criteria.
Separate information concerning the use of the digital solution will be issued to managers and local employee representatives. These employees will also be offered training in week 39.
The request form will initially be considered by your local employee representative, or manager if you are unaffiliated. Your manager will have access to read and consider all requests submitted by their unit.

Employees will receive information about the results as soon as the negotiations have concluded and the minutes have been signed. Information will be published on the Østfold University College website for employees when all negotiations have concluded.
Negotiating parties
The Negotiating Committee will consist of Organisation and Service Director Elin Corneliussen (chair), CFO Knut-Walther Nordahl and Pro-Rector of Education Annette Veberg Dahl. Inger Lise Røsnæs will act as the Secretary to the Negotiating Committee.
The civil servants’ organisations will all negotiate in accordance with the central affiliation model.
