Tuition fees for international students

Students with citizenship from countries outside the EU/EEA and Switzerland must pay tuition fees to Østfold University College.

From the academic year 2023/2024, we will start collecting tuition fees from students with citizenship from outside the European Economic Area (EEA) and Switzerland. 
The proposed tuition fees will not affect students who are already admitted to study programmes at the university college or exchange students from partner universities.

All students must be self-financed, and HiØ does not offer any scholarships.

How much will the tuition fee be?

For applicants who receive an offer of admission, the precise amount of the tuition fee will be stated in the admission letter.

The tuition fees will be adjusted annually. 

HiØ does not offer any scholarships that cover tuition fees. The government has announced that it will reassess the issue of national scholarships for later academic years. 

How to pay the tuition fee?

  • Applicants who have accepted their offer of admission will receive an invoice by e-mail. The invoice will provide instructions for paying the tuition fee. 
  • The deadline for paying the tuition fee is sent in an email. It can take up to three weeks for the university college to register the payment, depending on the bank connection.
  • When the university college has registered the payment, we will send a confirmation by e-mail which can be used as documentation when applying for a student residence permit.

For all other applicants, we will publish a timeline for the admission and payment of tuition fees later. 

The tuition fee must be paid in full before each academic year. It is not possible to pay the tuition fee in installments.

If you have paid the tuition fee, but later have to withdraw from the study place, you can apply to have the tuition fee refunded within 1 September. We will provide information on how to apply for a refund in due course. 

How to apply for an exemption? 

Some applicants will be exempt from paying tuition fees based on residence in Norway or other close connections with Norway. Applications are processed based on the universities and colleges act and national regulations on education support. 

Applicants who have received and accepted an offer of admission may apply for an exemption no later than one week after accepted offer of admission. You apply for an exemption from the tuition fee by filling in and uploading documents in our electronic form. If you plan to apply for an exemption, you should accept the offer of admission pending the outcome of your application for exemption.
